Phebe
Bell Winkler was born in Tahlequah, Oklahoma on August 29, 1947, to
Charley and Delia (Nutt) Watts. She passed away peacefully on September
23, 2019, in Muskogee, Oklahoma at the age of 72 years 11 months and 25
days.
Phebe was raised up on Indian Road. S
She attended elementary school at Qualls and was a graduate of Tahlequah High School. Phebe also attended Northeastern State University.
Phebe would find work in the sewing factory before beginning her 35 years of employment with the Cherokee Nation Headstart with her retiring in 2010.
Phebe had many things brought happiness and delight into her life, spending time with her grandkids, sewing, cooking, attending church, Mazzios cheese dippers, canning her own food, traveling, and shopping with Delilah.
Phebe was preceded in death by her husband, Dan Winkler; her parents; and four siblings, Clyde Watts, Rosie Whisenhunt, Alvin Watts, and Corda McCannon.
She leaves behind five children, Ricky Winkler, Paul Winkler and wife Jennie, Sheila Davis, Shirley Wright, and Kay Taylor and husband Steve; seven grandchildren; eleven great grandchildren; a sister, Delilah Watts; as well as many extended family members and friends.
